Dear RHECA Action Network members:
The four bills we wrote about in our last alert which ban or restrict access to safe and legal abortion are still pending before committees in the Alabama Legislature, along with one pro-active proposal that will enhance women’s reproductive health options. If you have already contacted the sponsors of these bills and your own legislators, thank you. If you have not done so, please do. The time is now. It is critical that the four anti-choice measures are not voted out of committee. They are listed and described below along with recommendations for action. House Bill 199, the positive measure, is described below as well.
All five bills are important but if your time is too limited to contact legislators on all five, the first three listed need the most urgent attention.
These bills can come up for committee consideration at any time, so action needs to be taken as soon as possible. It does matter if the Legislature hears from us. Even a small number of people working together can prevent a bad bill from coming to a vote. So, please make the time and let them know how you feel.

Content of bill: Defines personhood as beginning at fertilization. Intended to be a near-total ban on abortion. Could lead to prohibitions on most contraceptives and fertility treatments.

Content of bill: Harmless sounding measure for the unitiated. This bill requires that abortions be performed in a hospital or that doctors performing abortions have admitting privileges at local hospitals.

Content of bill: Provides for the development of a Certified Professional Midwife License. Includes provisions for state regulation, penalties for violations, information for consumers, etc.

Content of bill: Ban on abortion procedures to “the fullest reasonable extent federal law shall permit” except to 1) save life of mother or 2) “prevent an irreversible injury to the mother’s health, which is likely to cause a very significant impairment of the quality of a mother’s life” as verified by two doctors not in same facility and 3) in cases of rape and incest when victim reports according to specific requirements in the bill. Requires doctor involvement with law enforcement investigation of rape and incest. Provides legal penalties for violations.
